Have you tried using the Number of Children field in a filter? Either that or if these tasks are on a template that you reuse, add a custom field and use it as a flag to set on the template tasks that you always want to display.

This is definitely problematic when making a copy of a project that is In Flight. It would be nice if at a minimum it would at least revert back to Idea.

It would be nice if there was an additional Report Setting (within each report) to give the user the ability to rename/equate No Value with something else relevant to the data that is being displayed. This setting could be applied to Groupings and Charts alike.
