If you intend to assign a unique GUID for each version of a topic that has similar content or structure, then you can have a base version of the content/structure defined at the topic template level and create as many topics required with different GUIDs. 

Please provide details about the changes made in the topic and the version of Guides you are using. This information will help us investigate why the specific change is not appearing on the publish server when published via Assets UI.
