Where do you change the setting to allow users to log their time in complete projects?

You know how you can include a message on Proofs? But then it sticks with the proof throughout it's lifespan? Is there a setting I can change that will discard the message from the proof after it's been sent without having to go in and actually select discard custom message every time?
