We provide this functionality within MiaProva.  MiaProva is all about mapping tickets/issues to any of your efforts in Adobe Target and Adobe Analytics.  Any of the metadata in those tickets/issues can be used to manage your live and archived tests.  Below is from one of our clients:

This sounds like an implementation issue or incorrect use of Activity offers.  Can you dm me the Activity location in question so I can take a look?  I have found, on average, Target to respond within 125 ms.  3 seconds is an issue independent of typical Target usage.
