I'm not aware of a way to do per-language downloads from a store. I believe both stores will let you set what region an app is available in, and what language is supported, but I don't believe you can restrict the availability based on language of the device.Neil

This is now resolved. You'll need to edit the app in App Builder and click the submit button to force a rebuild. The rebuilt app should upload successfully to iTunes. Thanks for reporting this and for your patience while we addressed it!Neil
