Just to be clear, SiteCatalyst-only users CAN define their own segments. You do not need to be a Discover or Data Warehouse user in order to create or apply segments to any report in SiteCatalyst 15.

How are you defining "on the fly?" What are you not seeing in SiteCatalyst v15 segmentation that you're expecting to see?

We implemented this in our maintenance release on 10 Feb 2011! Mad props to Taylor Dixon on the SiteCatalyst development team for changing how the metric selector works so that you can drag-and-drop metrics. You will need to press and hold the metric for a second or two before moving it.
