enable dataset lookups inside fragment

Description

The fairly newly added dataset lookups are very useful for storing and accessing dimensional type data like locations which are shared across many profiles. Currently use of the datasetlookup helper function is available within content templates. One of the best uses of fragments is consolidate headers / footers / repeatable data within easy drag and drop fragments so that the marketer does not need to recode the section. Dataset lookups require quite specific coding and referencing, which makes the lookups a perfect use case for a fragment.

Why is this feature important to you

Without the ability to store lookups within fragments, they are quite limited in use when looking to reuse the lookups across templates. Think of an example with 15 templates in a wide journey that all would use a location lookup (ie the name and address of a hotel the profile is assocaited with). Without a fragment, the lookups would have to be recoded across all templates, which a general marketeer would not be comfortable with.

How would you like the feature to work

Allow fragment to save lookups

Current Behaviour

If you try to save a lookup within a fragment it basically tells you this is not enabled.
