My rules in DTM are currently not firing. What are some things that I can check?

I don't have access to "Scheduling" under the Rules tab in my DTM web property.  AdobeTV gives a nice explanation but no demo.  There's nothing in the documentation about it either.  Do I have to request this feature to be turned on?
