Topic: Bitly url tracking

Our deliverability vendor is requesting we put something in place to stop the use of Bit.ly links.  We have tried educating our user base, but some just forget. Does anyone know a way to stop emails with these links from sending?  Topology rule, script, .....? 

Hi, I want to send SMS with a bitly link thorugh ACS and track the click response back into ACS. Is this possible? What are the limitation, workaround. Any details will be of great help.Thanks
