Tiebreakers priority is not working properly. Below is my approach.
Scenario:
Activities URL: Same URL, Activity Details: Same Location (Banner CTA Name Change).
Activity 1: CTA Name Change (Know More), Priority:999, Audience Targeting: All Visitors, Activity Status: Live, Approved Time: 12:30PM
Activity 2: CTA Name Change (Learn More), Priority:999, Audience Targeting: Chennai Visitors, Activity Status: Live, Approved Time: 12:45PM
Note: User qualified for both Audience
Cause: Both activities are executed and according to the document(https://experienceleague.adobe.com/en/docs/target/using/activities/priority#:~:text=Adobe%20Target%2....), Activity 2 (Learn More) should be displayed on the screen for the targeted audience specified?
In my scenario, Activity 1(Know More) is currently being displayed based on which was approved first.
Any suggestions?

I have attempted this case, but it is not working properly. My objective to test this case. Thank your for your suggestion.

If both targeted activities have the same priority, the activity that was most recently viewed is displayed. If the visitor is new to the page, the activity that was activated most recently is displayed.
Suggestion: change the priority of the activity, if you are running 2 activities on same URL and same location.
Activity 1: CTA Name Change (Know More), Priority:0, Audience Targeting: All Visitors
Activity 2: CTA Name Change (Learn More), Priority:999, Audience Targeting: Chennai Visitors
Now, both activity will be executed but high priority activity will be executed first.
Also, add additional audience setup work to ensure that a visitor doesn't qualify for the two activities at the same time.
You can use profile attributes in Adobe Target to set up tests that compare two or more activities but do not let the same visitors participate in each activity.
