Adobe Target User Access (Identity & Access Management)

Hi,

For an Adobe Target  implementation, if we have to describe User Access (Identity & Access Management), how to do it?

Will there be an Admin kind of a user from Adobe, or Adobe designates some one from the partner/client as an Admin?

Who offers access?
