As part of Cookie Compliance & Usage in our company, we are trying to understand the Adobe Target Cookie Usage for Client side implementation

In the absence of cookies, can the Target be used to used for personalization?
Does Adobe Target uses 100 percent of Cookies for personalization purposes?

Dear @Chandra_Tp,

Adobe identifies the visitor using Experience Cloud ID and we need the cookie for sure to personalize the experience for the visitor (I mean, anonymous visitor).

However, if we talk about the customer (authenticated visitor), even without the cookie, we can personalize content for them (Using their Customer ID as ThirdParty ID).

Simple as that! And the rest of the cookies are used for different grounds and @Matthew_Ravlich_ACG has given some links for you to go through.

Thank you @Matthew_Ravlich_ACG @PratheepArunRaj Do we need to use opt-out options along with  cookie management tools like Trust Arc or OneTrust?

Did Trust Arc or OneTrust block the cookies from Target? Even if it blocks, how about the Target Call you send to Target? Trust Arc or OneTrust should work along with Target Library/Extension for opt-out options.
