AFAIK there's not an integration between the two systems that allows for doing that.

The most optimal way of doing it, would be to use Adobe Target Recommendations. This allows for replicating the product catalogue in Commerce into Recs allowing to use the products in Target activities across web and email. It will also allow you to test out different algorithms/criterias of promoting products e.g. people who viewed this also viewed that vs. purchased this vs. that, etc. etc.

Recommendation require Adobe Target Premium license. If you're not licensed for it and only have Target Standard, you can still achieve some of the functionality by moving the use case up to category level instead of product level. And make use of the category affinity functionality - you can read more about this funtionality here: https://experienceleague.adobe.com/en/docs/target/using/audiences/visitor-profiles/category-affinity
