Recs API and Recs UI should allow you to delete ids with special chars

Background:

It's so convenient using the Recommendations Delete API documented here: Deleting an Item From the System Unfortunately neither the UI or the API have the power to delete products with special characters in their ids. Because of this we had to wipe out our whole catalog and wait for mbox product data to make it back in.

Feature:
It would have saved us time and headache if we could have just specified the products we wanted to delete in the delete API and the system woudl have known how to escape the special characters.
