How to create a pop-up help message when hovering over a field/drop-down

Hello,

Anyone knows how to create a help message dialog popping up when a user hovers over a field, a drop-down or a subform?  Instead of creating a help pop-up. I want to be able to give user a hint of what to do as they have their mouse over a section of the form.

You can put text into the Tool Tip box in the Accessibility palette for that.
