form is blank

A Citrix user fills out a form, sends it to another user and when the user opens the form, it is blank.  Any idea why?

I think there is Data XML associated with the form.

In Acrobat DC, open the PDF form.

Choose Tools > Prepare Form. In the right hand pane, choose More > Export Data

Same way you can import the Data XML file at the other user's end.
