Exceptions to bandwidth limits

At MAX in San Francisco, I remember hearing that with Adobe's
permission, one could get an exception to the bandwidth and user
limits. How difficult is it to get such an exception?



A little background -- I'm researching different solutions to
manage users in a small virtual world that avatars could walk
around in and perform some minor actions (jump, run, wave, chat,
etc). We are currently aiming for around 100 concurrent users. As
far as bandwidth -- we won't be transmitting any video or audio.
Maybe using a whiteboard or two. I am worried more about the
per-user limit than the bandwidth.
