is there a way to incrementally control the movement of objects while designing? Example: want to control the movement, with the arrow keys, but also the distance when positioning text boxes, etc.
If you turn on the Drawing Aids palette (Window > Drawing Aids) you can turn on Snap to Grid and adjust your grid settings. The grid setting will adjust how far things move with the cursor keys.
