Web Service Offline - Trap Condition

From Designer I am calling a web service that may not be available at a given time. When this condition happens, Designer is happy enough to not populate the bound fields and go on its merry way. However, I am not happy to do so. I need to detect that the WS is down and display a message to the user. Since Designer doesn't raise an error when it cannot reach the WS, it doesn't seem to give me an opportunity to respond. Does anyone have any advice on how to handle this?
