Image Field in Form

I am using the Adobe Designer 7.0 to create a form that users can enter on their local machines and later upload to a web application. The form needs to allow for users to enter images (i.e. jpeg, gif..) It seems that when I add an image to the form and save the pdf file, the pdf file size grows unproportional to the image size. For example, adding a 1.6 MB jpeg grew the pdf file to 10 MB. Is there any way to truly scale the image rather than control the display size - for example, scale images down to 800x600 pixels and take any image format and convert that to jpeg.
