creating "flat" .pdf out of a designer form

Is it possible, to create a form, which lets the user create a "flat" pdf-file out of a Designer form using ONLY designer functionality / Adobe Reader (on the user's side)?



1) User fills out a form (PDF 1.6)

2) User wishes to archive the filled out form electronically using PDF 1.4 / PDF/A

3) Therefore user only needs to click on a button "Create PDF in Archive Format" (or something like that).



I do not need code samples - just a general description of the solution (if it exists).

unfortunately, that does not correspond with the requirement: "ONLY designer functionality / Adobe Reader" ...
