Mark Rules/Data Elements as Favorites

It would be nice if we could favorite rules and data elements to make them quicker to access.

Further functionality that would be useful:

• Pin favorites to the top of the list
• Filter the view by favorited items (similar to how views can be filtered by enabled/disabled)

That would be useful - I think the ability to add 'tags' in the same way you can in Analysis Workspace would be good as well (possibly more flexible than just having a favourites flag)
