I saw the below post after I faced an issue in windows 10 rte editing.

For Firefox the issue was resolved, after following solution.
For Firefox
Type about:config in your browser and click the accept button
Search for dom.w3c_touch_events.enabled
Please set it to 0, to disable it.
But for chrome, I was not able to find Enable Touch Events in 'chrome://flags/. Did anyone fixed the issue they faced for chrome.

Setting it to disabled and restarting Chrome should fix the issue. Also, try with device manager disable 'HID-Compliant touch screen'.
I would recommend you creating Support ticket if problem persists.
