After doing some digging in Adobe engineering plans it looks like RTEs in Touch UIs is tentatively targeted to be released in 6.1 SP1 at the end of Q1 2016 (https://helpx.adobe.com/experience-manager/kb/aem61-available-hotfixes.html). The initial 6.1 release supports inline editing outside of dialogs so you may have to temporarily break up the dialogs and get creative with your solution until the desired functionality is released.
In the mean time...
Could you use multiple-inplace-editors:

ACS has some quasi related functionality:

This is not the requirement. I need to know, how to configure touch UI RTE like the same done in Classic UI like in this article: https://helpx.adobe.com/experience-manager/using/creating-aem-multifield-components.html . As it contains only the clientlibs.
I searched everywhere, no other blog or from docs.day site, gave more information/not how to create RTE in touch UI.(As for example Paragragh P, h1.., Styles..etc) and where to create RTE in touch dialog is most confusing..I am really stuck with this.
