Need to develop UI using HTL in AEM 6.2

Dear All,

One of my client requirement is that , I need to develop the fronted UI like below in AEM 6.2 . The drop down values are static here.

2) After select India from drop-down and click on SELECT button , It will open india/home.html page.

Can anybody let me know if there is any article for this. Also We want to use HTL for this
