I am not 100% sure what do you mean by new Content Fragment editor. But assuming that you are referring to changes related to Content Fragment that have been introduced in SP10 that also touched CF editor, I would recommend to install SP10 or newer version.

To set up the new Content Fragment (assuming you meant by 'CF') editor in AEM, the process differs slightly depending on your version.

For local AEM 6.5 version, ensure that the the latest service pack is installed, as the availability of the new CF editor may depend on specific updates. Once your instance is updated, navigate to Tools > Assets > Content Fragment Models to configure and use the editor.

For AEM as a Cloud Service (AEMaaCS), the environment is always up-to-date, so you can directly access the CF editor by going to Tools > Assets > Content Fragment Models. In both cases, make sure the Content Fragment Models feature is enabled in your configuration browser if it is not already activated.

this is a great question, I haven't tried to set it up locally on AEM SDK, and I don't find any documentation related to CF Editor specifically. However, the new CF Editor should be based on the Universal Editor, so maybe the approach is the same as: https://experienceleague.adobe.com/en/docs/experience-manager-cloud-service/content/implementing/dev...

I hope someone from Adobe can confirm.

I am not sure about your use case, but adding to @narendiran_ravi response, you could, however, create an app-builder project and have a "local" version of the new CF editor to "customize" it.
