How to rollout hardcoded/baked in Component at template?

Is it possible to rollout the components included at template?.

Note: the components which are drag and dropped has rollout option.

When you say ROllout - are you referring to MSM?

Yes.

In MSM Rollout, there are two options

1. Page rollout

2. components rollout

My question here is, is it possible to rollout backed-in(components which are included in sightly/HTL as part of template) components?.
