How to Extend Cloud Config in AEM 6.4?

There seems to be conflicting information in the guidelines for extending OOTB components

Here's what the 6.4 documentation for Cloud Service Configurations says:

While at the same time in 6.4 that area is marked as final meaning it should not be inherited

So which one is true? Is the granite:FinalArea property more of a recommendation and it's not mandatory?
