How do I show a document title when viewing a published PDF inside browser?

So we have lots of PDF that has been uploaded to the DAM and they don't have a title in the PDF properties (open PDF file in Acrobat and then File=>Properties). In all cases, our authors have changed the DAM metadata and added a title and PDF title (see below for sample)

And these are causing issues for us:

1. When these PDFs are published and viewed inside a browser, the file name is the one showing in the tab.

2. Search engines are displaying the file names in the results instead of a title

Is there a solution/workaround for this other than manually changing the PDF title in Acrobat and reuploading/republishing the PDF?
