Create user equivalent to admin

How do we create a user with same level of privileges as default "admin" user?

Make use part of administrator group should take care of most of activity. However with few exceptions like osgi configuration etc... However those exceptions are configurable in felix console. Which aem versions & what is exact use case?

I already encountered problems with a user, which was supposed to behave like "admin", but which had problems registering nodetypes.
