there are two files(/etc/clientlibs/granite/jquery.min.js and /etc/clientlibs/granite/coralui2.min.css) I can not download in the AEM Author System. The page is not seen well. Someone tell me the cause?

Could you try to make the test directly on the AEM instance? Without using the Apache/Dispatcher?
It could be related to the filters configuration into the Dispatcher.

Compiled js and css and minified versions of those live on the file system in a folder outputcache.

Maybe these are blocked at the dispatcher, are you testing without dispatcher?

the problem arises at the level of the author(Without using the Apache/Dispatcher) in the publish with or without distpachter it works very well.

How are you including the client libraries? In AEM 6.4 these client libraries are enabled through proxy servlet
Can you try the following URL - http://localhost:4502/etc.clientlibs/clientlibs/granite/jquery.js
Also, access http://localhost:4502/etc.clientlibs/clientlibs/granite/jquery.min.js if the minification is enabled.
The dispatcher filter should be enabled to access this path.

After doing some investigations I emptied the cache with /libs/granite/ui/content/dumplibs.rebuild.html?rebuild=true.
And when I click, some libraries open normally other references the message Content Encoding Error
