We are trying to implement a customer requirement where in we are exporting fragments to target and using form based activity in Target.
When we create the fragment for first time the target is able to see everything.
But when we update the fragment and again choose update in Target we are unable to see css in Target.

Do you mean you can see updated fragment in Target but while using it is not reflecting to the web page? Or the XF is not at all getting update in Target?
Few things to check:
Reference Article:- AEM Experience Fragments
Video:- Adobe Experience Manager Help | Using AEM Experience Fragments with Adobe Target
Note:- XF can not be edited in Target. It should have been done in AEM.

Thanks for prompt reply.
Only the markup i.e HTML is getting updated but the CSS is not getting updated in fact the style sheet ref line only is getting truncated.
But that is looking fine when viewed from publish side.
