Q. Is there any page available for all Adobe I/O CLI commands?

A. to a point there is https://github.com/adobe/aio-cli  it does not cover 3rd party extensions | If you install it, you can just run aio --help to see them all

Q. Will this framework be available for AEM Forms as a Cloud Service when that is released?

A. yes, you will be able to extend AEM Forms aaCS.

Q. Can this work across multiple programs too or is it program bound

A. it can work across multiple programs.
