I have 6.2-quicktart.jar file and licences.properties.
I created empty crx-quickstart folder and in it another folder install folder.
I copied my package in the form of zip file and copied in install folder.
and run it java -jar cq-quickstart-4502.jar
Although packages are displayed in package manager but some files are not completely created.
if i reinstall the package in package manager tab ( manually) they completely installed.
Problem is that : i have many package i cannot do manually. so why it does not not uploaded completely which i performed earlier(install folder approach)

As first step extract the jar using [1], then create an install folder under crx-quickstart & place the service pack. It is supported way to start the fresh aem with service pack. Alternatively you can update cq-quickstart-4502.jar to add install & service pack.
[1] java -jar cq-quickstart-4502.jar -unpack

Do you get any error in th error.log file while the packages are being installed from the install folder? What type of files are being ommited? Ideally, you should first install AEM insead of creating folders yourself. Once AEM is installed, create the install folder and dump your packages in it.

I agree with Manish, Could you please install AEM first as it will create crxquick start folder. Then Stop the instance create install folder and paste you packages, then start the aem instance.
If you do both steps together, then you might face issue while regestering components in osgi framework.
