Per Adobe Marketing Cloud Customer Care, I need to request a feature to be added to the Experience Cloud Admin console that allows system admins to change the identity type even though Manage identity types in Adobe enterprise offerings says this is possible. If you go to the "Edit Identity Type by CSV" section, please make that a feature in the Experience Cloud Admin Console.
