API to download cloud documents?

Sorry for such a basic question, but I cannot seem to find the appropriate API to use to download images from a user's cloud documents/libraries.

Is this possible? If so, what API should I be looking at?

This is for an external program to be able to dynamically pull in images for further composition outside of Adobe.
