Let me pass you the information I received on this inquiry:
The table that holds the information is Profile Delivery logs (nms:broadLogRcp:profileBroadLog). It doesn't depend on the channel, email and SMS delivery logs are stored together. It would require setting conditions (rate > 60%) via the delivery link; it's a 1-1 link, so simple configuration. Finally, a condition on the Status field of the delivery logs to select pending and failed.
