Send a proof error - SOP-330011 Error while executing the method 'Play' of service 'nms:delivery'.

When I click on Send a Proof, I get error message

SOP-330011 Error while executing the method 'Play' of service 'nms:delivery'.

In the delivery logs i can see

DLV-490038 An error occurred while validating the delivery.

DLV-490043 Delivery action canceled. Unable to export tracking data to the tracking server.

RED-520026 Could not upload redirection information on the tracking server(s).

RED-520024 Cannot open an HTTP session with the tracking server 'http://127.0.0.1'.

IOB-090007 Network error (connect(), errno=10061: no connection could be made because the target machine actively refused it.)

Is this test done on your local machine or a production server ? From the error it appears instance is not able to communicate with the tracking server. Was the tracking ever setup on this server ? Are you able to ping the tracking server outside campaign but from the same machine ?

If this is a sandbox machine then while creatng delivery click on the tracking/images link in the delivery screen and un check tracking  in order to send out the email delivery.
