I have a user who has a workflow with a scheduler object that triggers at a specific time but when the timezone changed, the workflow did not trigger. Does the user have to update the workflow each time the timezone changes?

Where did the timezone change?
If you change the timezone in the workflow or the scheduler, you need to restart the workflow for it to take effect
