Delivery "to send" count 1 higher than actual qualifiers

I've been seeing an issue where my "to send" count of a delivery is always 1 record higher than who actually qualified.  For example, I have 1 qualified person in my delivery and can see them on the delivery dashboard under the delivery tab but my count says "2".  It will try to process "2" but only sends to the 1 person so my success rate is 50%.  Why is it adding on this extra record?

Hello @KristenCo4 

You should check the Delivery/Exlcusions tab and the Audit/Causes of exclusions to identify if there is some target there. Also you should check if there is some seed added.
