Recipient time zone preference

Add recipient time zone scheduling to deliveries using recipient's location or explicit preference, e.g. nms:recipient/@timeZone.

Deliveries gain another enumerated value in their scheduling time zone dropdown: Recipient time zone

When applied, deliveries will stagger sending across target population's timezones. so that everyone gets their emails at the same time on their clocks. E.g. Hawaii and New York recipients will all get their emails at 8 AM.

I will also add to be able to use the IP affinity according to recipient preferences then:

in Europe, changing time zone usually means changing country, so changing ISP... And perhaps (normaly, in fact, in a high volume sending environments you'll have, at least, 1 ip affinity per country)

today we need to segment targets per recipient reactivity and country and use 1 delivery for each even if the template is the same... Adding a script in the delivery activity to specify the IP affinity / contact date to use when generating the delivery is quite painfull as it leads to change a responsability from business requirement (marketing business users) to technical requirement (developpers)

This idea is really interesting.

This could be related : I had a similar point : the ability to choose the sending time for each recipient, even in the same time zone. Tried to play with waves but too difficult as it's not really possible to order the messages, and finaly went to duplicate deliveries for each hour.

But with the Jon's idea, it might be easier to schedule each message out.
