Unique visitors overlap on visitor-base segment

Hello, 
for sanity check I wanted to see if there is any visitors overlap. 
There seem to be good chunk of overlap when using visitor-base segment but no overlap when using hit-base.

Is this happening because a user get qualified for one experience and later qualified for other later? 
but even in that case shouldn't it show in the hit-base also? or is it just simple data anomaly? 

It would be wonderful to know what is the reason it is happening and what type of segment to use

In Adobe Audince Manager, The segments created & qualified on the basis of hits. However, There are always possiblities of overlap among the Segments. This entriley depend on the segment logic as the mass segmentation may overlap with your niche targeting. For your reference, please see the help document -
