I need to track my existing customers surfing competitors website. This will help me to design and execute targeted campaigns with relevant up sell or cross sell offers.

I would like to know Adobe Analytics tracks this data, how ?

This is not possible with Adobe Analytics, each company owns their individual reporting databases.

There are tools like Hitwise and SimiliarWeb that are better suited for this type of analysis.
