getNewRepeat plug-in vs. Customer Loyalty Report

My site is currently using the getNewRepeat plug-in to populate an eVar and a prop with new and repeat customer data. The plug-in is set to the default 30 day cookie window.

I am auditing this against the Customer Loyalty report and what I'm seeing doesn't make sense. I assume Customer Loyalty uses the s_vi visitor cookie, which we have set to expire in 2 years (I don't know that this is true, but I can't find documentation on this anywhere). However, orders from new customers are twice as high when I look at the Customer Loyalty report vs. the eVar using the getNewRepeat plug-in. Since the cookie window for getNewRepeat is only 30 days, I would expect the new customer bucket for this to be much higher as their cookie would expire faster. 

Any ideas for what's going on would be appreciated. Are there reasons people would use the Customer Loyalty report vs. getNewRepeat?

In short, getNewRepeat turns "new" into "repeat" after visiting the site more than once. Customer Loyalty turns "new" into "repeat" after the visitor purchases something.
