Current Mobile Debugging Tools for Android and iOS Apps

Are Chrome and Safari blocking HTTPS traffic more so than before. Are others experiencing these issues and are you using other tools to debug server calls. Have tried implementation on both iOS and PC with Fiddler and Charles installing certs, maybe it's just me.
