Can Pageviewes be less than Visits

Hi, I am trying to see Pageviewes and visits for a month say Jan 2016. I have applied a segment at hit level where I have excluded certain pages. The result I see is the total number of pageviews are less than total visits. Can some one explain the working behind this?

If custom links are in play, then page views can most definitely be less than visits. Visits that consist solely of s.tl() image requests count zero page views and one visit.
