Adobe Launch Publish Failed Error

Team,

 

We have the target rule and extension on the live site. Due to some specific reason, we want those to be disabled from live site. So, we have deactivated all the dependent elements from the target extension. 

So, added the rules and adobe target extension on the library to publish in order to remove target from the live site. we are receiving an attached error while we do the same from our side even though all the dependent elements also added. However, same activity have been take for other properties but we didn't receive any error. Any suggestion please?
