Processing rules currently have a number of different types of conditions that can be added to a rule.  Unfortunately, there is no "Does Not Equal" condition.  One current alternative is to have a condition for both "Does Not Start With" and "Does Not End With", but that doesn't always work.  Some rules are impossible to create due to this omission.

This appears to be an oversight. We're checking to make sure and then make the change.

Thanks for pointing this out, Eli. This is now implemented, as of last night's maintenance release.
