Workfront external users

I'm considering using Adobe Workfront for review and approval of marketing collateral - can external users without a Workfront licence add comments and approve documents on Workfront?

They can add comments to a proof if they are a reviewer on the proof.  They can also approve if they are are a reviewer and approver.
