This week, I noticed a glitch with Workfront. The side scroll bar on every page I am on in WF consistently appears and disappears repeatedly. This causes issues with trying to view anything or select a link. It will shift everything on the screen. It is even worse when viewing dozens of comments in a proof. I have tried refreshing and updating. I use Google Chrome, but I do not have this issue on any other website, only Workfront.

I haven't had this specific problem, but I wonder if it's related to your page zoom. I've had Workfront do weird things when I'm using a zoom other than 100%.

I have had the same problem for the past few days, and I think I may have fixed it!
I'm not entirely sure the issue is solely a Chrome problem since, like you, it only happens in my WF tabs but this is what I did:
1. go to chrome://flags
2. find and toggle the 'Smooth Scrolling' feature to "Disabled"
3. relaunch Chrome to see if the issue is resolved
-- if not --
4. go back to Chrome Experiments
5. find and toggle the 'Fluent Overlay scrollbars' feature to "Enabled"
6. relaunch Chrome
I did the first three steps last Friday and the glitching scrollbars went away... until this morning, hence step 5. You may not need to, but I also enabled 'Fluent scrollbars.'
